The wider picture
24 Sussex Drive has housed most of Canada’s prime ministers for over 70 years and is a symbol of Canadian leadership and governance. However, it has been uninhabited for over a decade due to extensive renovations needed to restore the property, which was built in the late 1860s by Joseph Merrill Currier. The National Capital Commission, which manages official residences, has been tasked with addressing the future of the Prime Minister’s residence.
In the interim, Rideau Cottage has been utilized as a temporary solution during the renovations at 24 Sussex Drive. Yet, recent evaluations have deemed Rideau Cottage inadequate for a Prime Minister due to security risks and a lack of functional space. An internal memo sent to Clerk of the Privy Council Michael Sabia on August 8, 2025, highlighted that the cottage’s proximity to the Governor General’s residence and the surrounding residential neighborhood increases security risk.
The government is currently considering three options for the Prime Minister’s residence: renovating 24 Sussex Drive, moving to another property in Rockcliffe Park, or upgrading Rideau Cottage. A deadline of January 1, 2026, has been set for the government to create an advisory panel regarding the official residence. However, details remain unconfirmed.
Public opinion appears divided on the issue. A recent survey indicated that 62% of Canadians believe restoring 24 Sussex Drive is necessary, while 38% favor relocating to Rideau Cottage. This division reflects broader concerns about the state of national heritage and the responsibilities of the government to maintain such properties.
Former Deputy Prime Minister Sheila Copps commented on the situation, stating, “It looks self-serving and self-interested. You’re fixing up your own house.” This sentiment underscores the criticism directed at the government regarding the perceived neglect of a national treasure. Katherine Spencer-Ross, another observer, emphasized the need for action, saying, “This building needs to be taken care of.”
The last Prime Minister to reside at 24 Sussex Drive was Stephen Harper, and since then, the absence of a permanent Prime Ministerial residence has raised questions about the adequacy of Rideau Cottage. The RCMP has provided recommendations to the government regarding security for the Prime Minister’s residence options, further complicating the decision-making process.
As discussions continue, the future of both Rideau Cottage and 24 Sussex Drive remains uncertain. The government faces pressure to make a decision that balances security, functionality, and public sentiment regarding the official residence of the Prime Minister. Observers are keenly awaiting the outcome of the advisory panel and the government’s final decision on this matter.
