Despite holding valid visas, the delegates were turned away at Toronto’s Pearson Airport. They cited “unacceptable behavior” from immigration officials as they returned home. This incident risks creating new friction between Iran and Canada.

The FIFA Congress, scheduled for April 30, 2026, will gather representatives from all 211 FIFA member associations. It aims to address operational and financial issues related to the upcoming 48-team World Cup.

Community groups in Vancouver have organized protests during the congress, highlighting concerns over human rights and the presence of the Islamic Revolutionary Guard Corps (IRGC). In 2024, Canada officially designated the IRGC as a terrorist organization.

Anita Anand, Canada’s Minister of National Defence, mentioned that there was an “unintentional” revocation of permission for some delegates but left further details to be clarified by other officials. Taous Ait added that while they cannot comment on individual cases due to privacy laws, it is clear that IRGC officials are inadmissible in Canada.
