Quebec is gradually implementing a new consigne deposit system aimed at improving recycling rates and convenience for consumers.

In a significant step towards enhancing recycling efforts, Quebec is gradually implementing a new consigne deposit system. This initiative, which began two and a half years ago, aims to improve the recovery of beverage containers across the province. Currently, there are 143 return locations, with plans to expand this number to 1,200 by 2032.

The modernization of the deposit system has already shown promising results, increasing the annual recovery of containers from 2.5 billion to approximately four billion. The goal is ambitious: Consignaction, the organization overseeing this initiative, aims for a 90% recovery rate of all beverage containers by 2032. As of now, the system includes only aluminum and plastic containers, while carton and glass containers will be added starting in March 2027.

However, the transition has not been without its challenges. As machines for returning deposit bottles and cans are gradually removed from grocery stores, some community members have expressed concerns about accessibility. Marica Vazquez Tagliero, a local resident, shared her thoughts, stating, “Even a kilometer is a lot when you come with your bag.” She emphasized the importance of convenience, saying, “If I paid [for] five cans and I want to return them, I should have the right to do so and it should be easy for me, it shouldn’t be complicated.”

Currently, about 50% of the provincial volume is treated in Consignaction centers, and the system is expected to evolve further as more return locations are established. The highest return rate recorded during testing at integrated points of sale reached 18.6%. This indicates a strong potential for the system to succeed as it becomes more accessible to the public.

Jean-François Lefort, a spokesperson for the initiative, remarked on the scale of the project, saying, “It’s massive.” The modernization of the deposit system is part of a broader effort to improve recycling and recovery rates in Quebec, aligning with environmental goals and community needs.

As the province moves forward, the focus will remain on ensuring that the system is user-friendly and efficient. The principle of the experimentation encourages consumers to return empty containers after using the product at home, fostering a culture of recycling and sustainability.

With the ambitious targets set for the coming years, Quebec’s new consigne system represents a significant shift in how the province approaches waste management. As the community adapts to these changes, the hope is that the increased convenience and accessibility will lead to higher participation rates and ultimately, a cleaner environment for all.
